Now, Matt Cutts is saying in his video that "only If you've been notified of a manual spam action based on "unnatural links" pointing to your site, this tool can help you address the issue". If you haven't gotten this notification, this tool generally isn't something you need to worry about.

I think that isn't true and you should use this tool, if you have properly analyzed your links and you have figured out that you have some unknown links or some terrible spammy links, whether Google has contacted you are not.
